In his end-of-year speech to the Armed Forces of Venezuela, President of Venezuela Nicolás Maduro announced on Monday, December 28, 2020, the start of the security plan he called “Point 3”,seeking to strengthen and protect the country’s military units against alleged attacks with mercenaries that the Colombian government is planning for the end of this year or early 2021.
Prepare the order to be implemented in the next 24 hours. Because from Colombia attacks with mercenaries are being prepared at the end of this year or at the beginning of 2021. I have ordered to implement a very Chavista plan … it will be called Point 3.
Explain that it consists of the organization and coordination of the Militia, the people and the CLAP (The Local Committees for Supply and Production), protecting the military unit, circle and circle of protection of all military units in the country.
During the New Year’s Eve Presidential Salutation, the president did not rule out a troop mobilization when the situation warrants it.
He also said that Bolivarian Shield military exercises days will no longer be publicly announced in order to renew and fortify the defensive strategy of the Bolivarian National Armed Forces (FANB).
“We are no longer going to publicly announce the dates of the Bolivarian Shield exercises, the order of operations will be given at a secret level and we will mobilize our FANB and our people in the exercises in full swing,” he said.
During the New Year’s Eve Presidential Salutation ceremony to the FANB, the National President stated: “This year we had 6 large exercises of the Bolivarian Shield, there we learned our strengths, needs, opportunities and weaknesses (…) In 2021 we have the need to redefine and propose a new defensive and fortified strategy ”.
In that sense, he added that new orders of operations will be applied, for the defense of the country with all the Strategic Regions of Integral Defense (REDI) or partially as a defense strategy for the people.
