
Report of the Biological Protection Force Igor Kirillov, on American biological laboratories in Ukraine:
Labs in Kharkov, Poltava, Lvov experimented with plague, dysentery — Russian military
The analysis of disposal acts indicates experiments were staged with the pathogens, chief of Russia’s radiation, chemical and biological protection force Igor Kirillov stressed
Biolaboratories in Lvov were experimenting with pathogens of plague, anthrax and brucellosis, and two others – in Kharkov and Poltava – with diphtheria, salmonellosis and dysentery, the chief of Russia’s radiation, chemical and biological protection force, Igor Kirillov, has said.
“The analysis of disposal acts indicates experiments were staged with pathogens of plague, anthrax and brucellosis at a biolaboratory in Lvov and with pathogens of diphtheria, salmonellosis and dysentery at laboratories in Kharkov and Poltava,” he said.
Kirillov said that in Lvov more than 320 containers had been destroyed: 232 with pathogens of leptospirosis, 30 with tularemia, 10 with brucellosis and five with plague.
“The list and excessive amount of biopathogens are clear evidence experiments under military-biological programs had been staged there,” he stressed.
Kirillov said that the program’s supervisors from the Pentagon were perfectly aware that if Russian specialists had a chance to study these collections, it would be possible to prove with a high degree of probability that Ukraine and the United States were in breach of the Biological and Toxin Weapons Convention.
“In particular, it would become clear that synthetic biology methods were being tested there to enhance the microorganisms’ pathogenic properties. This is the sole explanation why the samples were disposed of in such haste,” Kirillov said.
▪️ The goal of the UP-4 project, which was implemented with the participation of laboratories in Kyiv, Kharkov and Odessa and designed for the period up to 2020, was to study the possibility of spreading especially dangerous infections through migratory birds, including the la highly pathogenic H5N1 influenza, whose lethality for humans reaches 50 percent, as well as Newcastle disease.
▪️ Ukraine has a unique geographical location where transcontinental migration routes intersect: 145 biological species were studied within the framework of this project. At least two species of migratory birds have been identified, the routes of which mainly pass through the territory of Russia. At the same time, information on the migratory routes passing through the countries of Eastern Europe was summarized.
▪️ The R-781 project is interesting, where bats are considered as carriers of potential biological weapons agents. The study of bacterial and viral pathogens that can be transmitted from bats to humans is indicated: the causative agents of plague, leptospirosis, brucellosis, as well as coronaviruses and filoviruses.
Research is carried out very close to the borders of Russia, in the areas of the Black Sea coast and in the Caucasus. The project is being implemented with the participation of the Pentagon-controlled Georgian Biological Laboratory in cooperation with the Virginia Polytechnic Institute and the US Geological Survey.
▪️ The UP-8 project aims to study the Crimean-Congo hemorrhagic fever virus and hantaviruses in Ukraine. One of the documents confirms that all serious high-risk studies are carried out under the direct supervision of specialists from the United States.
▪️ The fact that the Office of the United States Department of Defense pays money for participating in investigations directly without the involvement of intermediaries is confirmed. It is worth noting the extremely modest salaries, by American standards. This testifies to the low evaluation of the professionalism of Ukrainian specialists and the carelessness of their American colleagues.
▪️ The studied materials contain proposals to expand the US military biological program on the territory of Ukraine. Thus, the continuation of the completed biological projects UP-2, UP-9, UP-10, aimed at studying the pathogens of anthrax and African swine fever, was verified.
The Pentagon is also interested in insect vectors that can spread dangerous infectious diseases. Analysis of the received materials confirms the fact that more than 140 containers with ectoparasites of bats (fleas and ticks) were transferred from the biological laboratory in Kharkov abroad.
▪️ 350 cryocontainers with blood serum samples were transferred from the Public Health Center of the Ministry of Health of Ukraine to the reference laboratory for infectious diseases of the Australian Doherty Institute under the pretext of determining antibody titers.
▪️ As part of the German-funded project No. 68727 EN for the study of the causative agents of Crimean-Congo hemorrhagic fever and hantaviruses, one thousand blood serum samples from citizens of various regions of Ukraine belonging exclusively to the ethnic group were transferred Slavic at the Institute of Tropical Medicine Bernand Nocht (Hamburg).
▪️ One of the tasks of the United States and its allies is the creation of bioagents capable of selectively affecting various ethnic groups of the population.
▪️ The Americans have already managed to evacuate most of the documentation from laboratories in Kyiv, Kharkov and Odessa, including databases, biomaterials and equipment, to the Lviv Research Institute of Epidemiology and Hygiene and the US Consulate in Lviv . It is possible that part of the collection will be moved to Poland.
Indeed, with his statement, Nuland indirectly confirmed the Pentagon’s implementation of a military biological program in Ukraine, bypassing existing international agreements.
