Dina Boluarte, and the Council of Ministers presented a bill that seeks to authorize the entry of foreign naval and military personnel with weapons of war into Peruvian territory.
The request was made in accordance with the provisions of article 107 of the Constitution and in the context of the demonstrations, which have occurred since December 2022, in various regions of the country.
“We are pleased to address you, in accordance with the provisions of article 107 of the Political Constitution of Peru, in order to submit to the consideration of the Congress of the Republic, with the approved vote of the Council of Ministers, the draft resolution legislation that authorizes the entry of naval units and foreign military personnel with weapons of war into the territory of the Republic of Peru”, reads the letter addressed to the head of the Legislative Branch, José Williams.
Official Letter No. 015 – 2023 bears the signatures of the President of the Republic, Dina Boluarte, and the Premier Alberto Otárola. In addition, it is specified that the document was received at 10:42 am on the 19th of this month.
WHAT IS IT ABOUT?
According to the newspaper Correo, the request is made to allow the entry into Peruvian territory of the Training Ship “Juan Sebastián de Elcano” (A-71) of the Spanish Navy, a member of NATO, and foreign military personnel in the port of Callao. The objective is that this ship can make a stopover in the Port of Callao from April 15 to 20, 2023, within the framework of the XCV instruction cruise, of the School Ship, and it is contemplated that the anchoring prior to entering the port takes place on April 14, 2023.
