The Republic of Azerbaijan must release the Armenian prisoners as soon as possible.

The one-hour deadline we had given the Azeris for the release of the captives was over, but the Russian friends of Stepanakert (Khan Kennedy) began their consultations with the Azerbaijani leadership in Baku to return our captives.
If the negotiations do not lead to the return of the prisoners, the relevant programs, which I cannot announce here, will be carried out.
